20th August EC signs contract, production in Belgium.

What happened in between these two dates? The UK has put Billy bundles into vaccine and genetics and had the advantage of a world leading teams, funded. UK contracted with AZ at an earlier date than above so if Belgium sub contractor needs a little more time to get up to speed what is going on?
